RWANDA Louise Mushikiwabo emerges as favorite for SG of La Francophonie Louise Mushikiwabo’s candidature for the post of Secretary General of Organisation Internationale de la Francophonie (OIF), the unifying body of French-speaking countries, has received a great push following Canada’s decision to support her. Canada had previously backed the incumbent, Michaëlle Jean, who was the first woman to hold the role.
